Also tried fresh install of Windows 10 PRO and Home on different SSDs. I have also tried different cables, all ports on GPU and different monitors. When on board is enable I can use it to boot the computer and see the RX 580s in the device manager and I used GPU-Z and everything looks normal. I have tried disabling on board graphics as well.

I also cleared these drivers with DDU and tried drivers from HP website and this didn't work either. I have tried letting windows install the drivers, I have used DDU in safe mode to clear the drivers and install drivers directly from AMD none of this worked.
